Overview
The Meghalaya State Higher Education Council (MSHEC) was established under the Meghalaya State Higher Education Council Act, 2018, as a strategic body to strengthen and harmonize the higher education ecosystem in the state. It serves as a collective platform comprising the Government, Universities, Colleges, Academicians, and Experts, aimed at fostering academic collaboration, policy coordination, and quality enhancement. By bridging the gap between the State Government and apex regulatory bodies, MSHEC plays a pivotal role in planning, advising, and facilitating the development of higher education in Meghalaya.
The act is applicable to the whole state of Meghalaya.
Constitution of the Council
1. Composition
The Council is composed of 14 members, including the following key representatives:
- Minister of Higher Education (Chairman)
- Chief Secretary (Member)
- Vice-Chancellor of NEHU (Vice-Chairman)
- Other senior government officials
- Five academicians, with at least two women members
- Representatives from MHRD, UGC, MBOSE, and other relevant bodies
2. Body Corporate
The Council is a permanent legal entity with its headquarters located in Shillong.
Disqualification of Members
A person is not eligible for membership under the following circumstances:
- Is of unsound mind, declared insolvent, or has been criminally convicted
- Has a conflict of interest in contracts involving the Council
- Has been dismissed from service due to misconduct
- Is not a university graduate (except in specific exempted cases)
- Is currently employed by a university or affiliated college
